Minutes from GUI meeting 25 November 2002

1. Introduction

The convener of the meeting, Peter Butler, explained that the group was formed as the result of discussions with the director of research and accelerators to give ISOLDE a forum for discussions on possible future upgrade and a channel to pass this information on to the CERN management and the CERN research board. The proposed mandate of the group was discussed and the membership. On the question of membership it was stressed by several present how important it is to have a representative for REX-ISOLDE present at the meeting. Peter Butler pointed out that Dieter Habs is proposed to be a member of the group but that Dieter couldn't be present at this first meeting.  Peter Butler was proposed as the convener and chairman of the group and Mats Lindroos offered to take minutes from the meetings. The mandate for the group is now being discussed with the directors and the ambition is to have it signed as soon as possible.

2. Time and date for the meetings

The meetings should be held in connection with the INTC meetings so that the members that have to travel to CERN can combine it with this meeting. It was suggested that the meeting should be held on Tuesday, the day after the INTC meeting, in the morning so that the issues raised could be discussed in the ISOLDE Collaboration Committee (ISCC) meeting in the afternoon. This requires that the ISOLDE collaboration change the time for their meeting, which the ISCC chairman promised to bring up with collaboration. In the long term it would be preferable to have the meeting the day before the INTC but this requires a change of official CERN calendar for INTC and can be earliest implemented a year from now.

3. European study group for Accelerator R&D

Roland Garoby was asked if he could give some information about the proposal for an EU integrated initiative for accelerator R&D, ESGARD. He gave a short background for this initiative and explained that he personally would be responsible for the part of the proposed programme that concerns high intensity proton accelerators.  Other partners are CEA-Saclay, GSI, RAL, Frankfurth university, INFN, IN2P3 Orsay and Grenoble. The detailed content of this initiative is now being discussed and a proposal will be submitted to the EU. Roland stressed the importance of assuring that possible overlap between different EU integrated initiatives and EU design studies are properly accounted for and that every effort is made to assure that the efforts are complementary and properly coordinated.

4. Beta-beam facility

Mats Lindroos and Roland Garoby informed about the conceptual work that has been done on the possible production of a electron neutrino beam through the beta decay of radioactive ions at high energy in stored in a decay ring. There are plans to organize a workshop on this subject in Moriond in March during the annual electro-weak meeting. the idea is to bring nuclear physicist, neutrino physicists and machine physicists together to discuss this exciting idea and how it could be realized for the benefit of both physics communities.

5. Safety issues

Peter Butler pointed out the importance of the safety aspects of any proposed upgrade of ISOLDE and this is why TIS has a representative in the committee.

6. Agenda for the next meeting

There was a general agreement that it would be good to get an overview of the on-going studies at CERN for an increase of the proton beam intensity, 600 ms cycling of the PS booster and linac 4. Roland Garoby accepted to make such a presentation at the next meeting. Roland also stressed that he already in a year has to come with a proposal to the A&B divisions management for the future high intensity proton programme at CERN.

7. The next meeting will take place at 9.00 25 February 2003. The exact coordinates for the meeting will be communicated later.
